The City of Irvine has adopted a Construction and Demolition (C&D) Debris Recycling and Reuse Ordinance (07-18) word_icon Under this new ordinance, certain projects are required to recycle or reuse 75 percent of concrete and asphalt and 50 percent of the other debris generated.

Development of more than one residential unit;
b) Non-residential development with a project area of 5,000 square feet or greater;
c) A non-residential demolition and/or renovation project of 10,000 square feet or greater

If your project falls into one or more of these categories, you must submit a Waste Management Plan form to the City. You must also meet certain financial requirements in addition to submitting a Waste Management Plan. Please refer to the bond forms example to qualify under the new ordinance. You will only need to choose one of the four forms to complete.

Fill out the Waste Management Plan by downloading this file excel_icon.

(Note: Wet signatures are required for approval).

Bring the completed form and calculated deposit to the City Permit Counter. Once permit is issued, you may begin your project.

(Note: the fee is calculated by $1.00 per square foot with a cap at $50,000).

Upon completion of the project, fill out the POST-PROJECT Final Report and Compliance Form by downloading this file excel_icon.

Submit the POST-PROJECT Final Report and Compliance Form by mail or bring directly to the City Permit Counter. Upon review and approval that all project requirements have been met, the fee deposit will be refunded.

(Note: Be sure to include documentation for all disposal and diversion materials that support the final report)

The City passed the new ordinance in order to increase the diversion of C&D materials that are currently entering the landfill. Many of the products used in construction are valuable resources that can be reused, recycled or otherwise diverted from landfills. Through reuse and recycling, these materials are made available for more beneficial uses, helping to preserve landfill space and conserving our natural resources. The ordinance also helps the City of Irvine stay in compliance with the state’s AB939 mandate that requires all California cities to keep at least 50% of its solid waste out of landfills on an ongoing basis.

To discourage landfill use and encourage greater recycling, the County of Orange has increased public landfill fees as follows:

  • Large Trucks from $27 per ton to $46 per ton of waste disposed.
  • Small Pick-Up Trucks (i.e. less than an 880 pound load) from $12 to $20 per load.

You can avoid this fee increase by recycling more and taking your waste and recyclables to a Material Recovery Facility (MRF) word_icon or other recycling facility instead of the landfill.
